Background and History of Netrakona Government Technical School and College


 


"Through vocational education, if one receives training,

In comparison to its land area, Bangladesh has a significantly higher population rate. A majority of this population is educated through conventional education. In contrast, the number of educated but unemployed individuals in the country has been steadily increasing. Today, the country grapples with the burden of unemployment. Simultaneously, the rate of individuals educated in vocational education in the country stands at 5% to 6% compared to 40% to 60% in developed nations. A country can only progress when a significant portion of its population is educated in vocational or technical education. Recognizing this goal, the Bangladesh government has decided to establish government vocational education institutions, similar to the 64 existing government technical schools and colleges, in every upazila (sub-district).

The government has realized that "there is no alternative to vocational education for building a Digital Bangladesh." The history of vocational education in the country dates back to 1960 when the Department of Vocational Education was established with the aim of organizing, developing, and controlling various vocational education institutions in the country. In pursuit of transforming unskilled labor into skilled human resources, the government established 51 Vocational Training Institutes (VTIs) across the country, providing timely training in various trades. In line with the modernization and relevance of vocational education, the government introduced a two-year SSC (Vocational) course for the ninth and tenth grades in 1995. With this continuity, along with the existing 51 VTIs, 13 more VTIs were established, bringing the total to 64 by 1997. In December 2003, through a government notification, these vocational training institutes were officially renamed as "Government Technical School and College." These technical schools and colleges are currently making significant strides in the field of vocational education in the country.

Location: Netrakona Government Technical School and College is the only government vocational education institution in Netrakona district. The institution is situated on a 3.31-acre land in the enchanting surroundings just off the main road in the Satpai area of Netrakona Sadar upazila. Nearby, you can find Netrakona Government PTI (Primary Teachers' Institute), Netrakona Government College, District Primary Education Office, and District Education Office (Secondary). Further away, there is the bustling Boro Bazar (Big Market) and Netrakona Railway Station, commonly known as the "Big Station." Geographically, the institution is located in Netrakona's Education Colony.

Establishment and Programs:

In 1970, Netrakona Vocational Training Institute (VTI) was established as a government vocational/technical education institution. However, the academic activities of Netrakona Vocational Training Institute (VTI) commenced in Bangladesh after its independence in 1973. Currently, the institution is known as Netrakona Government Technical School and College. Initially, the institution offered short-term 3-month and 6-month training courses. Later, in 1973, national competency Level-3 and Level-2 courses were introduced for a duration of 1 year and 2 years, respectively. These courses did not include any conventional academic subjects. Students who passed the eighth grade were admitted to the national competency Level-3 and Level-2 courses. As a result, while students who completed these courses gained expertise in vocational subjects, they lagged behind in regular academic education, causing them to face difficulties in the job market.

Recognizing this issue, in 1995, the government introduced the SSC (Vocational) course alongside regular education to align vocational and general education. Netrakona started SSC (Vocational) courses in two trades: 1. Electrical and 2. Farm Machinery. The head of VTIs was titled "Superintendent" at that time. Subsequently, based on the pattern of Technical School and College (HSC), four more trades were added, making a total of four trades: 1. General Electrical Works, 2. Farm Machinery, 3. Dress Making, and 4. Welding and Fabrication. Despite the initiation of HSC (Vocational) courses in the country from 1997, due to the shortage of teachers and infrastructure, Netrakona VTIs started HSC (Vocational) courses in 2000. Since then, HSC (Vocational) courses in the eleventh and twelfth grades have been conducted.

In January 2005, Netrakona introduced double shifts for four trades of SSC (Vocational) courses:  

  1. General Electrical Works.
  2. Farm Machinery.
  3. Dress Making. ( Present Name Apparel Manufacturing and Basics )
  4. Welding and Fabrication. 

 

Currently, the institution offers education programs from the 6th grade to the 12th grade. Additionally, it is conducting a 4-month-long Training Course" under the Accelerating and Strengthening Skills for Economic Transformation (ASSET) and Skills for Employment Investment Program (SEIP) project. This program aims to provide training in equip students with practical skills for employment opportunities.
